A ... program was attempted in the mid-1990s in CCG [Canadian Coast Guard] Maritimes Region. Known as the Community Action Partnership Program (CAPP), it was to generate "self help" with community preparation, and included training and exercising of volunteers from local municipalities. ... The program died due to a lack of funding to support equipment acquisition.
